Each spring, the Mayor submits to the Council a proposed budget for the management and operation of District agencies. The Council - through committee work - then conducts hearings with each agency to review performance and expenses, and submits a marked-up budget to the Mayor for approval. In preparation for each budget oversight hearing, Council committees ask all government agencies a series of detailed questions about performance, employees, services, spending, and accounting practices.
