Each spring, the mayor submits to the Council a proposed budget for the management and operation of District agencies. The Council - through committee work - then conducts hearings with each government agency to review performance and expenses, and then submits a marked-up budget to the mayor for approval. In preparation for each budget oversight hearing, Council committees ask all government agencies a series of detailed questions about performance, employees, services, spending, and accounting practices.
